Fix Setup Incomplete because of a Metered Connection

A Bluetooth device on Windows 10 will not connect if you are connected to a metered connection. When you try to connect to a Bluetooth device, you will see the The Bluetooth manager displays an Incomplete installation message because of a metered connection. This issue will obviously prevent you from using your Bluetooth devices.
What is causing the limit on Metered Connections in Windows 10?
The main reasons for this problem are:
If the problem appeared from nowhere and your device was working fine just a day ago then the most likely cause is Windows Update. Windows Update sometimes reset settings.
Method 1: Change settings
There's an option in your device settings that allows Windows to download your device's drivers or other app information. This setting, if disabled, will prevent Windows from downloading device drivers while you're connected to the meter. So changing this setting should resolve the issue. Follow the steps given below
- Hold Windows key and press me . This will open the settings window
- Click on the device
- Select Bluetooth and other devices (or connected devices) from the left pane
- Check the option Download over metered connections
Once done, you should go. Note: Even if your device does not appear on the page, you still need to change the settings. This is because these settings apply to all the devices connected to the computer, regardless of whether they appear on the page or not.
Note: If the problem does come back then the most likely cause is a new Windows Update. Windows Update sometimes reset settings. If the problem reappears then just apply the solution again.
Method 2: Change the Wi-Fi status
Since the error message complaining about your internet connection is a metered connection, changing the Wi-Fi status to a regular connection should solve the problem. Please don't worry, the Wi-Fi status doesn't need to be updated frequently. When you switch the state to regular Wi-Fi, Bluetooth devices connect and you can set the Wi-Fi status back to the Metered Metered connection. To change the Wi-Fi status on your computer, follow these steps.
(Note: This method is for those who need an alternative solution since Method 1 is the best one.)
- Hold Windows key + I (i short) to open the settings window
- Select Network & Internet
- Click on Change connection properties.
- Click the Toggle switch under Set as metered connection. This will turn off the option and your network is no longer a metered connection.
- Your Bluetooth devices should now connect properly.
Once done, repeat steps 1-4 to reset the connection to a metered connection. Remember that you will have to repeat these steps every time you connect your Bluetooth devices.
